How do I get residency in Kyrgyzstan

Welcome to the website of the Federal Foreign Office

04/25/2019 - FAQ

Who makes the decision on the application?

The employees at the counter in the embassy or at the Visametric company do not decide whether you will receive a visa. The decision on your visa application is always the responsibility of the German Federal Foreign Office employees working at the embassy.

When is the German embassy in Bishkek responsible for my visa application?

The German embassy in Bishkek is responsible for your application if you are a regular and legal resident of Kyrgyzstan. The main destination of your trip must be Germany or one of the countries represented by the German embassy in Bishkek - Belgium, Greece, Luxembourg, the Netherlands, Norway, Portugal, Sweden. For national visas, your usual place of residence is decisive.

I am a citizen of another country but live in Kyrgyzstan. Can I submit the application to the German embassy in Bishkek?

Yes - the decisive factor is not your nationality but, in the case of applying for a Schengen visa, the place of your lawful place of residence. If you are legally residing in Kyrgyzstan and can prove this, then the embassy in Bishkek is responsible for you.

I am a Kyrgyz national but live in another country. I'm staying in Kyrgyzstan for a short time and would like to apply for my visa for a trip to Germany here. Can i do that

No - since your place of residence and center of life is not in Kyrgyzstan in this case, the German embassy in Bishkek is not responsible for you. Please apply for your visa at the responsible embassy in your country of residence. References to long waiting and processing times at the diplomatic mission responsible for your legal place of residence cannot justify submitting an application to an incompetent representative.

It is expressly pointed out that the possession of the Kyrgyz nationality alone does not confer the right to submit a visa application to the German embassy in Bishkek.

I would like to visit different Schengen countries during my trip. Can I submit my application to the German embassy?

You can submit your application to the German embassy if you will be staying in Germany or a country represented by the Bishkek embassy for a longer period than in the other Schengen countries. Alternatively, this option is also available if you are planning to stay in several Schengen countries for the same length of time and your first entry will be in Germany or in a country represented by the Bishkek embassy.

Otherwise we ask you to apply for the visa at the responsible embassy.

How can I get an appointment at the visa section?

Appointments for Schengen visas can be booked here.

You can find the embassy appointment system here (ONLY for national visas)

Do I have to book the appointment myself or can someone else do it for me?

You don't have to book the appointment yourself - the most important thing is that your details are entered correctly. Remember that the embassy must be able to reach you by phone or email, for example when it comes to confirming or rescheduling your appointment. Make sure that you can also be reached at the email address and telephone number that must be entered in the appointment mask.

How long in advance should I book my appointment?

Book the appointment as soon as you know roughly when you will be leaving and as soon as you know how long it will take you to collect all the documents. Do not wait until your documents are complete, as all appointments may already have been taken by this point.

How long in advance can I apply for my visa?

You can apply for your Schengen visa up to three months before the start of your trip, and your national visa up to six months before your trip.

I urgently need to travel to Germany for medical treatment, but there are no more free appointments. What should I do?

For urgent medical trips, an appointment can be requested in exceptional cases using the contact form on our website. Make sure that your email request contains the purpose and date of travel, as well as the surname, first name, date of birth and passport number of all applicants.

I have booked an appointment but have not received a confirmation email. What should I do?

Please contact the embassy using the contact form on our website, stating the name, first name and date of birth of the applicant for whom the appointment was made. Please be sure to mention the date for which the appointment was booked.

We travel together as a family. Do you have to book a single appointment for each person, or is it enough if we book an appointment?

Each applicant needs their own appointment. Underage children who have their own passport also need their own appointment.

I couldn't show up for my appointment, but I haven't canceled it either. Now I can't make a new appointment. Why?

As soon as you have booked an appointment, you cannot book another appointment with the same dates for three months. You can no longer cancel an appointment that has been missed but not canceled. In such a case, please use the contact form on our website to give us your name, first name and date of birth as well as the missed appointment.

I have booked an appointment but cannot keep it. My friend, who also wants to travel, would like to hand in his documents at this time. Can he keep the appointment in my place?

No, it is not possible to swap appointments. If you cannot keep the appointment, please cancel it. Your friend needs to book an appointment of their own.

I have already bought my ticket, but all appointments are already taken. What can I do?

We always advise our customers to buy the ticket only after receiving the visa, as the embassy cannot guarantee timely processing. A ticket that has already been purchased does not constitute a reason for a special date. You may have to rebook the trip.

My documents were not accepted at the time of my interview because they were not complete. I cannot book a new appointment now. What should I do?

After canceling, you cannot book a new appointment for the time being. A new appointment can only be made once you have been activated again. Activation can take 1-10 days. If you still cannot book an appointment, please contact the visa section using our contact form

If I don't have to appear in person, what should be considered when booking an appointment?

An appointment is also necessary if you are exempt from the personal interview. Be sure to book the appointment in the name of the applicant, not the name of the person bringing the applications to the embassy. If there are several applicants, an appointment must be booked for each one. If only one appointment has been booked, but several applications are brought to the embassy, only one application will be accepted.

The person who is to submit the application for you needs a certified power of attorney to submit the application and answer questions from the embassy. Please also give this person all the necessary information so that they can answer questions about the purpose of the trip.

Due to the high demand for appointments for applying for national visas, a so-called appointment list was introduced.

How does the list work?

  2. You will receive a confirmation of registration

Please bring all the documents and documents with you that are listed on the information sheet for the purpose of your trip. Please remember that only complete application documents can be accepted.

Do I have to go to the embassy in person?

When applying for a national visa, you must always go to the embassy in person.

The following applies to Schengen visas: Since the introduction of the Visa Information System of the European Union (VIS), every applicant has in principle been obliged to provide fingerprints when applying for a Schengen visa, especially when applying for a Schengen visa for the first time.

This means that applicants must appear in person when applying for a visa for the first time so that biometric data can be recorded: ten fingerprints and one photo are recorded from the applicant. For subsequent applications within five years, however, the fingerprints stored in the VIS file can be used again, so that a personal interview is then not necessary. An appointment booking is still necessary. In individual cases, applicants may have to submit their fingerprints again even if they submit a repeated application.

If I don't have to appear in person, what should be considered when making an appointment?

An appointment is also necessary if you are exempt from the personal interview. Be sure to book the appointment in the name of the applicant, not the name of the person bringing the applications to the embassy. If there are several applicants, an appointment must be booked for each one. If only one appointment has been booked, but several applications are brought to the embassy, only one application will be accepted.

The person who is to submit the application for you needs a power of attorney to submit the application and to answer questions from the embassy. Please also give this person all the necessary information so that they can answer questions about the purpose of the trip.

Will my documents be accepted even if they are not complete?

If you go to the embassy with incomplete documents, our staff will point this out to you. You then have the following options:

- You will receive the documents back and make a new appointment via our website, at which you will then appear with complete documents.

- You submit the application with incomplete documents. However, the missing documents can lead to the rejection of your visa application. In individual cases, the visa section will request the submission of the missing documents.

A specific document is missing from my application. Is it worth submitting the documents like this, or will my application be rejected?

Always submit your documents in full. A prognosis as to whether your application will be approved in spite of missing documents cannot be made in advance.

I am not sure if my application is complete. Can the embassy check this in advance?

No - stick to the information sheets available and collect the documents accordingly. A preliminary examination of the documents is not possible. If you have specific questions, you can ask them by phone or using the contact form on our website.

In which language do I have to submit my documents?

For Schengen visas, the embassy accepts documents that are in German or English. Documents written in Russian or Kyrgyz must be submitted with a translation into German or English.

For national visas, the embassy only accepts documents that are in German or for which a German one or an English one Translation is enclosed. Notarial confirmation of the translation is not required.

In what form do the documents have to be available?

All leaflets indicate the form in which the necessary documents must be submitted.

Declarations of commitment must always be available in the original. A declaration of commitment as a fax will not be accepted. Invitations are also only accepted in the original. Invitations as PDF files or emails cannot be accepted. The travel health insurance - without a co-payment - must be valid for the entire duration of the requested stay.

Documents from the Schengen countries must always be sent directly to the applicant. The embassy cannot keep invitations received by fax or post until the application is submitted or assign them to the applications!

Certificates and documents issued in Kyrgyzstan must be submitted as originals.

If you do not want the original to remain with the embassy or if this is not necessary (e.g. for birth certificates, proof of ownership, etc.), please also provide a copy. However, the original must be presented to the embassy for comparison when submitting the application. It will usually be returned to you immediately.

The submission of falsified documents / documents as well as false information in the visa procedure necessarily lead to the rejection of the application and can lead to an entry ban for Germany (and thus also for the other Schengen states)!

I don't have a fax machine at home or at work. Can the invitation also be faxed or emailed directly to the embassy?

No. Have the original invitation sent to you. The embassy cannot keep invitations received by fax or post until the application is submitted or assign them to the applications!

I am a tourist and would like to travel to Germany. How much money do I need to have in my account?

There is no fixed amount that the embassy asks. The amount required depends on the cost of your accommodation, the length of your stay and the additional expenses you plan to spend in Germany. As a guideline - in addition to the cost of accommodation - you can assume 50 to 60 euros per person per day.

An application for a minor can only be made if he has a passport.

What do I have to consider with minors regarding the application form?

Minors must also submit all of the documents mentioned in the leaflet. In addition, the original and a copy of the birth certificate must always be available. If the minor travels alone or with only one parent / legal guardian, the parent / legal guardian must have a power of attorney to leave the Schengen countries (make sure that this is also written in the power of attorney). The original and a copy of the declaration must be in Russian with a notarized translation into German or English. In addition, both passports of the parents / guardians must be presented.
If a national visa is applied for and the child only moves with one parent / legal guardian, a notarized declaration from the parent / legal guardian remaining in Kyrgyzstan that they consent to the permanent relocation of the child must also be available.

Application for minors?

When submitting an application, minors must visit the embassy in person. However, the application is submitted by the parents with custody or a person authorized by the parents with custody, who must therefore also be present.

What do we as a group have to consider regarding the documents?

The documents required for groups do not differ from the documents submitted by individuals. To do this, read through the leaflet that corresponds to the purpose of the trip. If the purpose of the trip cannot be found in the information sheets available, please contact us using the contact form on our website.

We travel to Germany as a group. The inviter has only issued one invitation containing the names of all applicants and only sent once as an original. Is that enough, or does every applicant have to submit an original?

The applicants who apply below must be able to name the person who submitted the original.

Please note that this only applies to letters of invitation that name all travelers. If the invitation is only for one person, the other travelers must submit their own original invitation.

There is only an exception to the personal interview for people whose fingerprints have already been verifiably recorded by the German embassy or other Schengen visa offices - they do not have to appear in person. You still need an appointment to submit your visa application.

How long will it take to process my application?

The processing of an application for a Schengen visa usually takes 15 calendar days, but in individual cases it can take longer, especially if additional documents are requested. As a rule, you have up to 10 calendar days to submit the missing documents. How can I make sure my visa is granted?

There is no such guarantee. Even if you have submitted all of the documents to the embassy in full, there is a possibility that the application will be rejected. The decision is made after examining the entire application on the basis of the individual case and cannot be influenced in advance.

I received a call from the embassy asking me to provide additional documents that are not mentioned on the information sheet. Why do I have to submit these documents and why wasn't I informed about this directly when I submitted my application?

In principle, you must submit all the necessary documents in full. If, when accepting the application, it becomes apparent that important documents that are listed in the information sheets are missing, you will be informed by the counter staff.
In individual cases, the embassy reserves the right to request additional documents that are not on the information sheet if a decision cannot be made on the basis of the documents available. The decision as to whether these documents should be requested is not made by the employees who accepted your application, but by the German employees of the visa section, so that you can only be informed of this later.

I was asked to write a statement on the purpose of travel and willingness to return. Is there a template for this? Who should this be addressed to?

In this case you should write down everything that is connected with the planned trip, e.g. where you want to travel, to which destination, what is planned during the trip, etc. Please also state all factors that speak in favor of each one If you want to return to Kyrgyzstan, e.g. family, work, etc. You can address the declaration to the visa section and hand it in at the passport issue times.

How do I pay the fee when I apply to VisaMetric?

When applying to VisaMetric, the visa fee is also paid there and forwarded to the embassy. The embassy will issue a receipt that you will receive when you return your passport. When you can reach the visa section, we also have to refer you to the VisaMetric hotline.

Can I pay a higher fee so that my application can be processed more quickly?

No, this is not possible. The embassy cannot and must not accept a fee higher than the statutory fee.

Will I get the fee back if my visa is refused?

No, this is not possible. The fee is not due for the visa itself, but for processing the application.

ATTENTION: Access to the embassy building is only possible upon presentation of the receipt and a valid identification document.

I received a one-year visa. The number of days is given as “90”, when entering the country it is “MULT”. What does that mean in concrete terms?

This visa allows you to stay in the Schengen countries for a maximum of 90 days per half-year (180 days) within a year. You can enter and leave the country several times. Since October 18, 2013, in accordance with Article 5, Paragraph 1 of the Schengen Borders Code, a new calculation method has been in effect for the permitted length of stay, both within the framework of a Schengen visa and for third-party nationals entering the country without a visa. Instead of the previous "forward view" ("90 days within 180 days", i.e. calculated forward from entry), a "flexible backward view" is used ("90 days per period of 180 days", i.e. calculated backwards from the date of inspection). This rule must be fulfilled at all times of a stay or entry. Days of entry and exit also count towards the stay.

Example: Your visa is valid from 01/01/2017 to 12/31/2017.
You will be in the Schengen area on October 18, 2017 with this visa.
To assess the legality of the stay on this day, the period from April 22, 2013 to October 18, 2013 is considered. That is exactly the period of 180 calendar days that ends on October 18th.
All days during this period are now counted on which you have stayed in the Schengen states, entered or left the Schengen area.
If the number of such days is not greater than 90, then the stay on this day, October 18, is legal.
If you do not leave the country, the legality of your stay will be assessed again on the following day. But the period is different, namely from April 23, 2013 to October 19, 2013 - again 180 days; but the start and end dates of this period are shifted by one day.
This assessment is carried out for every day that you are in the Schengen countries.

You can use the European Commission's Visa Calculator to calculate the number of days you can stay.

I have received a visa that is valid (e.g.) from May 1st to June 1st. The number of days is "15"; when entering the country, it is "01". What does that mean in concrete terms?

You may only enter the country once with this visa and stay in the Schengen countries for a maximum of 15 days. You can spend these 15 days between May 1st and June 1st.

I got a single entry visa. Can I use it to travel within the Schengen area or do I have to limit myself to one Schengen state?

Entry is only valid for the first entry into the Schengen area. If you travel from Germany to another Schengen state and then return to Germany, this is not considered entry. However, if you leave the Schengen area, e.g. because you are flying via Turkey or Cyprus, you are not allowed to return with this Schengen visa, as this would be a second entry.

I have received a one-year visa and have already been in Germany for 50 days on business in this half-year. I would now like to go on holiday in Spain for 14 days. Can i do that?

Yes. The Schengen visa is valid for all Schengen countries.

I have received a Schengen visa for 15 days from the German embassy and would like to stay in Germany for 10 days. Before that I want to spend another 5 days in Italy. Can i do that?

Basically yes.As long as your main travel destination remains Germany, your first entry may also take place via another Schengen state. In case of doubt, however, the border authorities of the country of first entry will require you to provide proof that you will then also enter the country that issued your visa. If you are unable to provide this evidence, it is possible that you will be rejected at the border.

I still have a valid Schengen visa. However, my passport already has no free pages and I have to apply for a new passport. What will happen to my visa?

The visa in your old passport is still valid even if the passport is already invalid. So you can travel together with both passes without any problems. Otherwise, you can make an appointment at the visa section with the old and new passport - in most cases we can then transfer the visa to your new passport free of charge.

Why was my application for a visa rejected?

The reasons for the rejection of your application are listed on the rejection letter. Please note that a rejection is possible even if you have submitted all documents in accordance with the relevant information sheet. The completeness of your documents does not guarantee that the visa will be issued.

I consider the rejection of my application to be unlawful. What can I do?

In this case, you can submit a remostration against the rejection. You must send the original of this so-called remonstration letter to the embassy or put it in the mailbox. The letter must contain your personal data so that it can be assigned to your application, as well as a reason why you consider the rejection of your application to be unlawful. Make sure that the letter is personally signed. Please also submit additional documents that, in your opinion, speak in favor of granting and that were not submitted with the application.

This remonstration leads to another comprehensive review of your application. For more information, please refer to the leaflet on our website.

In which language does the remonstration letter have to be written?

You can write the letter in German or English. For applications for a national visa, the remonstration must have been written in German or translated into German. Please write legibly. The answer, the remonstration notice, will only be written in German.

How long does it take to rework after a remonstration?

The incoming remonstrations are processed chronologically. Depending on how busy the visa section is, it may take several weeks to process your application again.

Do I have another option?

Instead of submitting a remonstration, you can also file a lawsuit against the rejection of your application at the administrative court in Berlin. You can find details about this on the letter of rejection that has been given to you.

I understand why my application was rejected, but I still want to travel to the Schengen countries. Can I apply for a new visa?

You can apply for a new visa at any time. Please make an appointment for this and put together all the documents mentioned in the leaflet again. You should note that a new application with the same information and documents cannot lead to a different decision.

If you have already remonstrated, it is advisable to wait for the decision on the remonstration and not to submit a new application.

I invited someone from Kyrgyzstan to Germany, but the application was rejected. What can I do to have the visa granted?

As the invitee, you have no way of influencing the processing of the application. Any doubts that the embassy has can only be dispelled by the applicant. As the inviter, you also have no right to object to the rejection. This is only possible if the applicant gives you a power of attorney to do so.

I have issued a letter of commitment for an applicant in which my financial capacity has been proven. Nonetheless, the visa was refused with reference to doubts about willingness to return. With the declaration of commitment I guarantee that the person will leave Germany.

The inclusion of a declaration of commitment only guarantees the financing of the stay in Germany. There is no way of guaranteeing the applicant's return. This can only be checked on the basis of the applicant.

How can I complain about the behavior of the consulate staff, the external service provider VisaMetric or the visa application process?

Schengen visa applicants can complain about the behavior of the consulate staff, the external service provider VisaMetric (Bishkek, Ul.Turusbekova, T. 100, Office 6, 1st floor / Osh, Ul.Kurmanzhan Datka, 123) or the visa application process via submit the contact form. Why can't I reach the visa section by phone during office hours?

Please understand that we do not always have the opportunity to take your call when there is a high number of customers. If you cannot reach the visa section by phone, contact us using the contact form on our website. We will answer your request as soon as possible.

In which language should I send my request to the visa section?

You can submit your request in German, Russian or English.

How long will it take for my request to be answered?

Inquiries are processed chronologically after receipt. Typically, you should get an answer within a week. However, if the number of applications is high, it may take more than a week to answer. Frequent sending of the same e-mail or frequent queries cost the visa section valuable working time and do not speed up the processing of your request.

I made a request using the contact form, but it was not answered. Why?

Please note that the visa section does not answer any inquiries that can be answered by reading our information sheets, the website or this collection of FAQs. Therefore, please consult all available information first before submitting your request.

Please also note that general inquiries (e.g. "How do I get a visa?") Will not be processed. Please formulate your inquiries specifically and in relation to the individual case.

I have made a request regarding the processing status of my visa, but have not received an answer. Why?

Please understand that the visa section does not answer any inquiries about the status of your visa application. As soon as we have new information, we will contact you.

How long does it take to process my national visa application?

The processing of your visa application for a national visa depends on the purpose of your stay and your future place of residence in Germany. For more information on the expected processing time, please refer to the information sheet on the purpose of your trip. Please note, however, that processing can take several months in individual cases.

Please note that the embassy may only make a decision on your application once the German immigration authority, which is responsible for your future place of residence, has issued an opinion on it. The embassy has no influence on the processing time of the immigration office.

I am a student and I absolutely need an appointment for a national visa, but there are only appointments for Schengen visas. What should I do?

Please write a message using the contact form on our website. We will try to give you an appointment. Please understand, however, if a special date is not possible due to capacity reasons.

I am a student and I have prepared all my documents for my national visa. All I need is the blocked account in Germany. Should I reschedule my appointment or apply for the visa with incomplete application documents?

If you still have enough time to apply for the visa (your studies will start in three to four months), you should cancel the existing appointment and only hand in the documents when they are complete. If you have less time to begin your studies, you should submit the incomplete documents now. However, the embassy can only issue the visa as soon as your blocked account is opened in Germany and proof of this has been presented.

I would like to apply for a family reunification visa, but I do not yet have proof of my German language skills. Can I still submit the application now?

If you have taken the exam but not yet received the result, you can also submit the application with incomplete documents and submit the language certificate later. If you have not started the language course at all or only recently, you should not submit the application yet.

Do I have to take the language courses to receive an A1 certificate at a Goethe Institute?

No, you can take your courses at a language school of your own choice. As proof of your language skills, however, you must then present a certificate based on a standardized language test in accordance with the "Standards of the Association of Language Testers in Europe" (ALTE). This currently applies to the following language certificates: “Start Deutsch 1” from the Goethe Institute or telc GmbH, “Basic German 1” from the Austrian Language Diploma (ÖSD), “TestDaF” from the TestDaF Institute e.V.

What do I have to consider when applying for a national visa for minors for family reunification?

Please note that underage foreigners generally only have the right to move to Germany if all custodians give their notarial consent to the move.

I have applied for a national visa for a one-year or multi-year stay. The issued visa is only valid for 90 days. Why?

National visas are generally only issued for a period of 90 days and must be extended in Germany at the immigration authorities responsible for your place of residence. Immediately after entering the country, register with the responsible immigration authorities and apply for your residence permit to be issued there.

I received a national visa. Only "Germany" is in the "Valid for" field. But I would like to travel to Italy and spend another week there before I go to Germany. Is that possible?

Yes. The national visa allows you to stay in all other Schengen countries for up to 90 days in the half-year. Just make sure that if you enter via another Schengen state you can prove to the border authorities that you will then enter Germany.

I would like to invite a person from Kyrgyzstan to visit Germany. How should I proceed?

You have to distinguish whether you, your company or the invited person will pay for the costs of the person's stay in Germany.

If you as the invitee will bear all costs, you must submit a formal declaration of commitment for the invited person. You can do this at the immigration authority responsible for you in Germany. The original declaration of commitment must then be sent to the invited person so that they can present it to the embassy when submitting the application. Sending by fax is not possible.

As a company, you can also include the declaration of commitment with the following wording in your invitation:

“We hereby commit ourselves, for Ms / Mr…. to assume all costs arising during his / her stay in the Schengen area according to §§66-68 AufenthG. "

If the person bears the costs themselves, an informal invitation and a copy of your passport and, if applicable, a residence permit for the respective Schengen state are sufficient.
