The labor market in April 2021 - Sustained spring recovery reduces unemployment

The ongoing restrictions in many areas are slowing down the recovery, but are not leading to any new burdens, ”said the chairman of the Federal Employment Agency (BA), Detlef Scheele, today on the occasion of the monthly press conference in Nuremberg.

In the wake of the ongoing spring recovery, the number of unemployed in April 2021 was 2,771,000, 56,000 lower than in the previous month. Seasonally adjusted, it rose by 9,000. The unemployment rate fell by 0.2 percentage points to 6.0 percent. Compared to April last year, the number of unemployed has increased by 127,000. The unemployment rate recorded a year-on-year increase of 0.2 percentage points. However, April 2020 was already massively affected by the Corona crisis. The consequences of this amount to an increase of around 500,000 unemployed or 1.1 percentage points in the unemployment rate.

According to current data on audited advertisements, short-time working hours were reported to 116,000 people from April 1 to 25 inclusive. Current data on the actual utilization will be available by February 2021. According to preliminary extrapolated data from the Federal Employment Agency, cyclical short-time work benefits were paid this month for 3.27 million employees.

Compared to the previous year, employment subject to social security contributions fell by 107,000 to 33.52 million employees in February, according to BA projections. Low-paid employment is more severely affected by the corona-related measures. According to preliminary, extrapolated data from the BA, there were 6.86 million employees in February, 557,000 fewer marginally paid employees (in total) than in the same month of the previous year.

The unemployment rate fell by 0.1 percentage points to 6.2 percent. Compared to March last year, the number of unemployed has increased by 492,000. Underemployment, which also takes into account changes in labor market policy and short-term inability to work, stood at 3,624,000 people in March. That was 344,000 more than a year ago.

According to current data on audited advertisements, economic short-time work was reported for 197,000 people from March 1 to 25 inclusive. Current data on actual utilization will be available by January 2021. According to preliminary extrapolated data from the Federal Employment Agency, cyclical short-time work benefits were paid for 2.85 million employees in January.

Compared to the previous year, employment subject to social security contributions fell by 96,000 to 33.51 million employees in January, according to BA projections. Partly paid employment is more severely affected by the corona-related measures. According to preliminary, extrapolated data from the BA, there were 6.87 million employees in January, 560,000 fewer marginally paid employees (in total) than in the same month of the previous year. A good two fifths of the decline was due to the hospitality industry.

Compared to the previous year, employment subject to social security contributions fell by 52,000 to 33.69 million employees in December, according to BA projections. Partial employment is more severely affected by the corona-related measures. According to preliminary, extrapolated data from the BA, there were 7.01 million employees in December, 529,000 fewer marginally paid employees (in total) than in the same month of the previous year. Almost half of the decline was due to the hospitality industry.

Robust development despite lockdown

According to current data on audited advertisements, short-time working hours were reported for 745,000 people from January 1st to 25th inclusive. The higher level of notifications since November is due to the renewed containment measures as a result of the increasing number of infections. Current data on the actual use will be available by November. According to preliminary extrapolated data from the Federal Employment Agency, cyclical short-time working benefits were paid for 2.26 million employees in November. The use of the short-time work allowance had gradually decreased from the previous high in April of just under 6 million, but rose again in November with the renewed containment measures.
